Call for an End to the Budget Impasse

Save Illinois Families

Nonprofit organizations are the backbone for the delivery of state services to our most at-risk residents. Many of our partner agencies, who have worked for decades on the state's behalf to serve the people of Illinois, depend on elected leaders to pass a timely and fiscally responsible budget. When a lengthy budget impasse occurs, it threatens the financial health of those agencies and their employees.

The longer the budget battle continues at the capital, the more it threatens the hundreds of thousands of Illinois workers employed by human services agencies. Nearly 20% of agencies already report employee layoffs and not filling vacant positions. Such layoffs hurt our local economies and increase the strain on existing services.

Findings from United Way of Illinois' Fourth Agency State Budget Survey June 1-8, 2016 of human service agencies across the state of Illinois.

High-Level Findings - Statewide [download detailed results]

  • 91 percent of agencies have cut the number of clients they serve, leaving nearly 1 million of those agenices' clients in Illinois without critical services
  • A majority of safety net and mental health providers indicate they could not meet the basic needs of their clients for the last year
  • Agencies waiting for payment on unfulfilled contracts are owed an average of $525,000
  • 54 percent of agencies report that they will have to cease services to clients in six months; 36 percent of agencies report they will close their doors in six months

High-Level Findings - Northern Illinois [download detailed results]

  • 83 percent of agencies have cut the number of clients they serve, leaving over 768,000 of those agenices' clients in Illinois without critical services
  • A majority of youth, safety net, and mental health providers indicate they could not meet the basic needs of their clients for the last year
  • Agencies waiting for payment on unfulfilled contracts are owed an average of $650,000
  • 59 percent of agencies report that they will have to cease services to clients in six months; 46 percent of agencies report they will close their doors in six months
